The over head kick like Wayne Rooney's or Ronaldo's . If it comes off,all well and good otherwise it is a wasted chance 

what's a dramatic goal, like how do you define "a dramatic goal"?,...goals that win competitions?, in certain competitions?,  so it depends what we mean

for me the best goals are the ones with the most intricate clever play and superb execution of a difficult skill to convert..and score....those are usually team goals with the final effort coming from outside of the pen area...

A dramatic goal can't be topped, such as when a player flips himself upside down in mid air and then kicks the ball while he's upside down.
