I'd go for Mark McGwire no matter the controversy, coz he and a whole host of powered up HR hitters helped MLB in the ratings department during the whole Steroid Era.
The Steroid Era actually helped bring back morale to the MLB where they had been suffering from the 1994 strike shortened season to where nobody wanted to watch MLB, until the likes of McGwire boosted the league ratings.
