Who is responsible for blocked sewer drain outside my property?

Identify the place of the problem or the blocked drain. You need to identify if the problem is indeed in public (communal) or private property. So, what identifies a public or private drain?

    You are. The public sewer is there to move your junk. There are no toilets installed on the road.

    If your toilet doesn't work, it don't matter where the blockage is. You have a problem you need to solve.

    Up to where your sewer meets the main line, you are. The main line being blocked would affect your neighbors as well as you.

    In most cities, the sewer from your property line to the trunk line is the cities problem.
