Are there any cities in the US or the rest of the world with a high percentage of black people and a low crime rate?

Offhand, I can't think of any at all. Generally, the larger the black population, the higher the crime rate.

Cities in general have high crime rates. Another person on here asked about countries with the highest gun crime rates. Russia and Afghanistan are on that list. Yet there are very few black people in those countries. Poverty breeds crime. Skin color does not.

No. Every "black" nation has been exploited by white supremacists.

Now do lawless white people, or the crime rate in China or Russia.

Not exactly a fair question to ask, Martin Luther King got shot in the sixties for trying to get the right to vote. They were slaves, they were massacred by the white European invaders. I got some Australian Aboriginal blood, and I'll tell you there was very little crime here, before they wiped out every full blood Tasmanian Aborigine and raped the women until there wasn't a hint of color in their skin. Hence me, a 1/32nd. 

I think the data is for Americans in general. On global level.

I bet there is some Caribbean Island ruled by the Brits out there...
