Is it illegal for a teacher to make up a lie about a student in order to get them in trouble?

    Yep. Slander is illegal regardless of the specifics. You have to be able to prove it, though

    If it was a lie that resulted in legal trouble for the student, yes. If it was a lie that did not result in legal trouble, no.

    It is illegal for anyone to do that. It is called slander.

    It depends what lie and how much trouble.  It's possible but pretty unlikely.  You would have to give an example.  There is a wide variety of possibilities.
