Person of colour is not specific enough. How about person of White colour, Black colour, Brown colour, yellow colour?

    It is specific enough. It means "not treated as white by racists". A such it can include whiteskinned jews, arabs, turks, miscellaneous mediterraneans and irish people

    I think it is more a way of saying 'not white,' in way that seems less overtly racist. If it is being used, the person really means 'not white, but I really don't want to or can't be more specific than that.' Colors are just made up descriptors anyway. If you want specificity, there are better ways to describe people.
