Neither. Viruses gradually evolved once host organisms had evolved, but they didn't evolve from bacteria, which are far more complex than viruses.

We can't hold God responsible for our follies, can we? The Corona virus got created under laboratory conditions, while the Chinese were trying to develop something else.

COVID-19 evolved from a bat coronavirus which previously adapted to pangolin.

Humans probably got it from handling and butchering pangolins in that Chinese market.

It's good to be clear about the differences between bacteria and viruses. Viruses can only function and reproduce if they can force their way into a living cell to use the cell's system to replicate itself. Bacteriophages are viruses that infect bacterial cells, attacking them. Bacteria occurs everywhere in the soil and the air. Without them, our planet would turn into a cess-pit. It is scientifically maintained that viruses arise from degeneracy in living cells. That would mean God did not create viruses because all the life forms that He created were good. Degeneracy only began once humanity decided to do things the way a degenerate spirit form led them into believing was truth. It wasn't. Instead of the 'higher life' it promised humanity, going his way resulted in degeneracy, then death.

No, at least not in the past couple of billion years. The origin of viruses is unclear, but it doesn't look as though they evolved from bacteria. The Coronavirus evolved from other viruses.
