Who would decide if the DH being adopted elimated ? Owners MLB commish the players?

The owners would need to sign off on it before the commissioner's orifice took it to the ringmaster of the trained animals union, AKA the MLBPA.

Considering such a change would put players out of work, I doubt that the union would go along with it.

In fact, I expect that when negotiations begin for the next CBA a DH in the NL will be discussed and become a reality.

After almost 50 years, I can't see it being eliminated.

It won't bother me one way or another.

The owners and the MLBPA would have to approve it.
