If you are in favor of a national literacy program does that mean you are in favor of dictatorships?

When the literacy program in question exists solely to indoctrinate it comes at a cost. North Korea boasts a 99% literacy rate yet one can graduate from Kim Il Sung University and know nothing beyond how great the Kim family is. "Highly educated" defectors from that country land in South Korea without any basic work skills because their field of knowledge is nothing but propaganda.

    Generally speaking, no.

But there could be a dictatorship that does aim to make the entire populace literate. It really depends on whose program you are supporting.

Favoring the dictator first, then the literacy, would be more accurate. As opposed to this sort of spin, justification.

If someone is in favor of literacy, the best way to achieve it is to get the government out of the education business.
