Is it wrong for a full blood American to make an American Italian smash-up restaurant in America?
I love Italian food and I'm starting a small sit down takeout place. I wanted to make made-from-scratch pizza and other Italian style foods but with the addition of fried chicken and donuts and other things. I love Italian because it focuses on purity and the pizza recipes are amazing. And my customers also demand fried Chicken

It tends to be traditional to make it clear what type of cuisine will be served, as Ramsey likes to ***** about. When I go to an Italian place and find egg rolls and fortune cookies, I'm not making a good emotional connection with the place. That disappointment lingers. If you wanted to do an Italian restaurant, with culinary training I'm sure you can pull it off just fine. Same for fusion, but as for it being morally wrong that you're not first generation, I don't see a problem.
The ethnic angle is kinda antiquated anyway. These days what I might call "lifestyle eateries" are branded themselves and tend to be dependent on the vision of one chef-owner. Small places in trendy neighborhoods where Chef David goes on TV showing you his caprese salad with kolerabi and kale instead of cheese and tomato.
In general all markets and things are tending towards breaking boundaries, for better or worse. You're an Italian place that makes Chinese food. Any questions are racist these days. I'm a cop but not like the kind that works for the city or enforces law, like, ya know.

In America, anyone can do whatever they want with their restaurant, whether they are Italian or not, full blooded or not, or whether to ascribe to the foolish notion that Native Americans come from somewhere else.
Any problems will come in whether not not your customers like your food, and atmosphere.

There's no such thing as a "full-blooded American". All of our ancestors came from somewhere else. That includes the ancestors of the Native Americans.
Human beings are not, ultimately, indigenous to the Americas.
So, any Italian-American -- which means someone born in the US but with ancestors who immigrated from Italy -- is a real American.
As for the restaurant, it's not clear what you're talking about. Try to rephrase and write your question more clearly.
Edit: If you're going to create an Italian restaurant, make it a real one,. Forget the fried chicken and doughnuts or research Italian versions of them.
