In many states, you will be eligible for unemployment compensation if you're unable to work because of quarantine. If you know someone who is in trouble, they need to definitely check out the rules for getting unemployment--the waiting period and work requirements have mostly been waived for such individuals.

Out of your savings in your emergency fund. This is why you need to have one. But I realize that many people don't. And there's basically nothing available to pick up a part time extra job, so about all those people can do is get behind on bills and work to get them paid off when things open back up.

The government would step in with a moratorium on evictions during times of crisis.

No they aren't, this will pass and in 6 months nobody will hardly remember it. I've been hearing this doomsaying for a long time but compared to the real estate crash of '08 this is nothing.

That's the whole premise of the media hype.
The globalists, using their media lap dogs want to punish those supporting populism.
Take an example the US: unemployment is at record lows, lowest number of people on the dole in decades and a booming (formerly?) stock market. Now a month or so of quarantines and social distancing with a nonstop barrage of media hype and downright lies will tank the economy. Now the globalists can tout how bad populism is and the only hope is globaliam/socialism.
The disease is not as serious as the media makes it to be. No more serious than seasonal flu and less serious than the swine flu of a decade ago. The numbers are readily available to compare.
Globalism is waning and the elites see this as a last ditch attempt to world domination.

That is the reason that Congress is currently trying to rush through a bill that would guarantee anyone who gets coronavirus - or whose business lays off because of the coronoavirus - will get 14 days of pay. And then be eligible for regular unemployment benefits after that. Also they are increaing eligibility for food stamps and other aid.
Also they are requirement that all treatment and testing related to this be free so that they do not have to spend any money of that unemployment pay on medical cost.
If the shut downs become serious enough, the government is like to authorize additional spending to avoid massive homelessness, etc. but we have not yer reached that point. The major of business are NOT shut down. The major of people are NOT out sick.

...this is why it's standard practice to have an emergency savings account with 3-6 month's income.
Mature adults expect the "unexpected" and plan accordingly. Job loss, illness, injury, caring for a relative...all very common reasons people can't work for awhile.
