If you're making below a certain amount, is normal, but they should still be taking out ss and medicare.

Withholding is based on expect annual income adjusted for expected deductions. If you current income is low enough that it is expected your prior withholding will cover your actual tax liability, it would be normal not to withhold additional income tax.

If the reduced hours cause you to be on pace to earn less than $12,200 then yes that is normal.
The first $12,200 you earn is tax free because it would be covered by your standard deduction.
