Help me find this Movie or show from just this "its crazy... its(laughing)Crazzy! " ?

So it has to be a decade or more old and its a guy saying "Its crazy" two times but for the second crazy he kind of laughs it out or wheezes it out. So "its crazy.. Its Crhhazyyy". Me and my sisters cant remember anything but that. But we know it had to be from something back in the day like 1999-2008 it could be a show but it is most likely from a movie. We were thinking something like scream, the mask, lier lier. like that era lol sorry we cant remember. Any more details. Any help would be awesome.
