What was the name of this mob\crime movie?

So I remember watching this movie I'm pretty sure it was a mob movie I want to say it was from the 90's but i could be wrong. The only thing i really remember is the main gang would  normally wear black pant and a  regular shirt but whenever they had to do something important they would put on a dress jacket and this bib like thing that made it look like they were wearing a dress shirt under their jacket. 

Anyone have any idea what I'm talking about and know the name of this movie
