how do i file a 1099 tax form?

I am trying to file my taxes online. My 1099 form shows i earned a total of $1,900 in 2019. I have answered the questions on the online form as accurately as possible. It shows i get a tax refund. I dont see how this is possible since i did not pay taxes on my earned income. If anything, I should owe taxes..right?

    Do you have children?  Did you make any estimated tax payments?

    You should owe $270 or so in self-employment taxes.  EIC for one child would be $604 which would result in a refund.

    Since you didn't pay taxes, there is nothing to refund to you. And with so little income, you also don't owe taxes.

    It's theoretically possible because if the earned income credit is more than the tax, then you do get a "refund" of the difference. The government uses words strangely. They can "refund" money that was never paid.
