The National Center for Missing and Exploited Children still recommends that hospitals capture a baby's footprints. Apparently some actually take photographs of the baby's feet. According to a 2016 survey done by the center, about 90 percent of hospitals still do, but through traditional ink-and-paper or an inkless paper method

This is only in America. Normal countries don't do this. Though they take fingerprints of criminals when they are older.

    They still do it.

It's not on the birth certificate; that's a document issued by the State long after the baby is born. The hospital does it on their own form.

Footprints go in the medical records. Few states ever required a footprint on the birth certificate. It is still often done in some hospitals as a "souvenir" certificate at birth, but it was rarely, and probably only for a short time (a decade or two), used on an official record for the state.
