If a group of power brokers controls knowledge, that = shaping knowledge in accordance with the group's intentions.

For example, the CCP (Chinese Communist Party) produced several narratives about what occurred in Wuhan and Hubei Province:  a) no problem; b) few deaths; c) Americans probably introduced the virus.  Many Chinese now believe c), that Americans introduced the virus, and are encouraged by the CCP to target their anger against the U.S.  The 7 centers in Wuhan which up to Dec. 2019 had among them 84 crematoria, each working 4 hrs a day, in 5 day weeks, suddenly found them working 24 hours a day, 7 days a week, with crematoria workers moved to Wuhan from other parts of China.  Additionally, 14 more mobile crematoria were moved to Wuhan.  During the first two weeks in March, when Wuhan people apparently have a local, yearly ceremony of burying their departed relatives' ashes, instead of the 4,500 urns that typically supply the 11 million people of Wuhan's ceremonial burial needs, about 45,000 more urns were shipped to Wuhan.  This speaks to the WHO and American media's parroting of the CCP line about b), i.e. few deaths.

A book of Fang Fang's online columns, written during the plague year 2020, will be published in English in late June, 2020; she has been vilified by the CCP re documenting the disparities of a).  Its title:  "Wuhan Diary:  Dispatches from a Quarantined City."  Fang Fang is a well-liked author, has won several major awards, and when the CCP terrorists questioned her neighbors, in an attempt to smear her, they bravely defended her writing as true description.  This rise in some Chinese people's bravery is worrisome to the CCP, even to the extent that there are now two factions among the CCP leadership, termed the "red hand" and the "white hand" factions.  https://thediplomat.com/2020/03/fang-fang-the-cons...

I think he means that power produces knowledge according its own biases, ideologies and beliefs. So history is described as “his story” because whoever wins the war writes the story. If you are a powerful person like a King, Queen or President, you can influence what is considered to be knowledge, truth and fact within your country. Hitler is an example of this. He turned his people against the Jews. His power reproduced knowledge by shaping it in accordance with his anonymous intentions. Similarly, the scribes who translated the bible into different languages could have deliberately or unknowingly changed the meaning of the verses by small changes in words. They may not have had power in the traditional sense but they had specialist knowledge that have them power over translations. Hope this helps
