What you're watching is called fun with food, and when people throw it at each other it's called a food fight.  And yes, it's done for fun in North America.  Because it is fun.

Fun with food originated in Europe, with stuff like the annual cheese race in England, and they really love to play with food in Spain.  They have bull-fights, a huge annual tomato fight in one town, and in another town the food actually chases them (look up running of the bulls).

You can't play with food in your country, because you don't have enough of it to play with.  But in the North America, food is plentiful everywhere.  The US and Canada have food as far as the eye can see, so much we export the stuff thousands of tons at a time.  The USA alone exports enough food to feed the populations of entire countries around the world.  Canada exports mostly raw food (grains and produce), again in mass quantities, which is turned into consumable food in other countries and often exported.

When a country produces that much food, people there can afford to play with it once in a while.  I've been in a few food fights myself, and they're immensely fun.

American parents don't watch their kids' bad manners. When American will face food scarcity then only they would realize the importance of food.
