Depends on the criteria set up by the state in which this person lives. Some states have programs for the self-employed, others do not.

Being self employed might make someone eligible for financial aid due to Covid-19. It is not accurate but not unheard of for people to self identify as "retired" but still working in a self employed capacity. In that case they might be eligible for the aid.

If you are RETIRED, you didn't suffer lose of income.

Therefore, you don't qualify to be compensated for the loss of income.

Let's assume this is in the US, since you mention 'social security'. The answer is 'maybe', because it depends on some factors you haven't mentioned.
