Like for example these students may be eligible for this scholarship 

can I say these students are eligible for this scholarship instead of may be?

    Only if you want to write a completely different sentence with a different meaning.

    No, those don't mean the same thing.

    To say students "may be eligible" means that they might or might not qualify to apply for it.

    To say students "are eligible" means that they definitely do qualify to apply for it.

    No, you cannot change it.

    May be - implies that they could or could not qualify.

    Are - confirms that they do qualify for the scholarship.
