Can a Superintendent blackball a qualified teacher?

Superintendent instructed HR to destroy a Master Teacher's application for employment with the intention to avoid hiring him by mistake. This teacher is highly qualified.

So can the schhol district be sued for this superintendent's actions?

    There is no requirement that any specific person be hired.  Maybe the Superintendent was looking for someone who can spell "school."

    They are not obligated to hire the person.  That isn't blackballing someone.
