Yes.  Why didn't you update the IRS with your new address?

Do you know that it was cashed? 

Because if the check is returned, they will hold it until you tell them your new address.  Go to https://www.irs.gov/coronavirus/get-my-payment to see if they did, and give your correct address.

It is highly unusual for someone to cash a government check that was issued to someone else.  You can get 5 years in prison and its easy to catch you.

Check on the IRS website to see if it was sent.  If it was sent a long time ago and you haven't received it, follow the instructions for reporting a lost check. The instructions are under the FAQs.

Fill out the missing payment form on the irs website.  Follow the instructions, like write eip at the top.  I haven't gotten mine, either
