If the POA has a copy of my moms will can I get a copy without her permission moms still living home?

The Power of Attorney is a document. The person granted Power of Attorney is referred to as the Attorney in Fact.
Unless your mom has been legally declared incompetent, she can still do everything she could legally do it she had never granted a POA, including giving copies to her will to anyone she wants.
Where anyone lives is completely irrelevant.

No, you are not entitled to get a copy of the will without your mom's will.
