No. It varies from person to person, some look better older and some don't. I thing the cartoonist Hergé looked more handsome as an older man than younger.

Not necessarily.  I am from UK and the singer Sir Tom Jones is a good example.  I think he looks much more handsome at 78 than he did when he was younger.    His silver hair makes him very distinguished looking.
