No.  He was probably persuaded after much back and forth advice and counseling that it was his idea.  That's the only way he would agree to it.  

No. It is like the NRA that bans guns from its conventions and says they should be everywhere.   He knows that cultists aren't suicidal either.   They don't care if YOU die, but they ain't.   So he is putting a pretty face on it by saying it is HIS idea.

Only a Carter or Obama style narcissist would act against a united front of his advisors - Trump may not have liked the IDEA. But Trump is a REFORMED Democrat.
