Which vs That?

Below is a sentence where the word "which" or "that" can be used.

However, only one of the above words would be more accurate. 

The faithful push slips of folded paper ________contain written prayers into the ashlar block cracks.

This sentence has me confused since the slips of paper are folded; unreadable.

However, where the slips are placed appears restrictive to the sentence.

I would choose to use 'that" although I am not sure. (comma removed for clarity).

Any advice would be appreciated, along with your reason.

    Avoid the problem by saying ... "slips of folded paper containing written prayers" ...

    I'm not sure what the problem is with the paper being folded. The person who wrote the prayer on a slip of paper knows what it says, and nobody else is going to read it except God, who doesn't care if paper is folded or not.

    If the sentence doesn't need the clause that the word in question is connecting, use "which". If it does, use "that".

    "The faithful push slips of folded paper" doesn't make sense without "contain written prayers into the ashlar block cracks."

    I would use "that"
