Is Russia pretty much Mexico with Nukes?

Russia and Mexico have similar population sizes. A similar GDP. A similar life expectancy. A similar amount of irrigated land. Both countries suffer from organized crime or corruption. Why is one nation a major threat while the other is an American puppet state?

All Russia has over Mexico is its military and fields of frozen land. Otherwise, neither nation is becoming a great power anytime soon.

    Well Russia does build space craft and aircraft. So that puts them way ahead in tech.
