It is an attempt to assure the public that they are hiring a contractor that is qualified to do electrical work using good practices and the National Electric Code or other regulations that might apply.

THAT IS THE LOCAL LAW REQUIREMENT, WITHOUT IT COULD NOT SIGN OUT A FINISH ELECTRICAL WORK TO PASS THE CITY INSPECTION.

In the hands of someone who has the proper training, it allows them to legally do electrical work on fixed installations.
