Civil Servants are neither civil, nor are they interested in serving. The spoils system was vastly superior.

They are politicians of sorts. They take advantage of
what host is offered, They share the host. Food is
food and blood is blood. Now I am only talking about
the above the pay grade politicians, The Congress
types and the deep state swamp types,

If you’re talking about the deep state and Dems then yes, at least tics and bugs don’t work for the demise of their own species.
