What are some safety/target schools for 1490 SAT and 4.5 GPA but weak ECs?

I'm hoping my academics can make up for the fact that my ECs are not the best (nothing really standout-y). Looking for schools in New York, Massachusetts, North Carolina, Pennsylvania, California, Texas, or Louisiana. Possible majors include Spanish&Math, or accounting or actuarial science. However, it'd be ideal to go somewhere with good all-around programs.

    So you can get a 1490 on the SAT and a 4.5 GPA but you still haven’t figured out how the real world works, huh? Getting a Major in Spanish and math is useless. You might as well burn $80,000 in a bonfire. Accounting pays decently but it’s boring as hell.

    If you’re very smart, you should try to be a small business owner for blue collar work. It pays crazy well you just have to become independent

    I made $190,000 profit after expenses last year doing just that, and I didn’t even go to college at all. Like you, I’m also really smart, but I figured out school was a waste of time unless I wanted to be a doctor or a lawyer or something high paying like that. Accounting dude? Ew, accounting pays like $70,000 tops and it’s boring AF plus you’re stuck with college debt. You can earn almost as much doing door to door sales and earn equal doing car sales.

    I presume from the vagueness of your search criteria that money is not an issue or that you plan to be looking at private schools only, since high out-of-state resident tuition rates for public schools is generally prohibitive for most students. If that's the case, look anywhere you want.

    But your majors don't seem particularly competitive, or show a need for any sort of special academic program. In which case, you should look to the best state schools in your state to keep your tuition and expenses at a reasonable level and see what they offer you.

    It won't matter, you'll turn out however you turn out.  High chances that you'll be using drugs too heavily for anything else to matter 5 years from now.

    There are hundreds of universities that fit your criteria. 

    Start by recalculating your Unweighted GPA on a 0-4 scale.  Next, decide what attributes of any school are important like size, location (city, suburb), and campus culture.  Then use a website like BigFuture or Niche to check on your admissions chances. Also, be sure you are ready to be 1000 miles from home in an entirely different weather and culture.  

    Any university with a 40% admissions rate or higher is going to be a target or even safety school for someone with strong academics such as yourself.  Most large universities don't care about your ECs. Smaller, private universities tend to have more holistic approach to admissions.  

    At larger state universities, some majors may be impacted, so you need to review that at the university's website.  Also, there aren't many undergraduate programs for actuarial science, so you need to investigate that as well.  You can major in Spanish or Math at almost any school.  Smaller, liberal arts schools may not have a strong business school (where accounting and actuarial science would be). 

    Some to consider: Boston College, Tufts, Villanova, Rice, Wake Forrest, Pepperdine, Temple, Baylor, Bentley, Fordham,  Sarah Lawrence, Tulane, and Texas Christian.

    Most schools will want your unweighted cumulative gpa at the end of junior year to apply. 

    Is money of no importance, no issue?  Going out of state, particularly to California, is going to have a high tuition cost.  

    You need to narrow it down. Big huge state schools? Medium state school? Smaller private school? You want a school located in a bug major city? One out in the burbs or country? Do you want one near a major airport?  

    Al,sit all states are going to have at least one public university that is going to have a good ranking and and a goo all around programs.
