If you're an American citizen of Jamaican descent then you're African American. 

Some black people are only judging by the color of the person's skin. To them there is no difference between a black from America or Brazil, Haiti, France, England, Jamaica, or any country in Africa. But even I can tell black people from different countries are different. 

Africans were taken to Jamaica via the same slave trade... Just because her family did a layover in Jamaica doesn't magically make her not African in heritage. 

Do whites whose families have immigrated to different parts of the world stop being European in heritage? No? Okay then. I guess when those families come to the U.S. they're still European Americans even if they spent some time in another country for a generation or two that wasn't the original home of their ancestors. Same damn thing.

She was born in America, and she is of African lineage.  Black people from Jamaica were also slaves from Africa.  How did you think they got there?

Harris is American and has one Jamaican parent.  Jamaicans were slaves brought over from Africa.  If you can't understand that then maybe you shouldn't leave the home, much less go vote.  Unlike Guilfoyle, at least Harris knows that Puerto Ricans are Americans.
