YES in the context Chiang Kai-shek used -- context is everything
China and Russia (ussr) while both communist had diametrically opposed view on how to get there. and why there was hate between them... they did both simultaneously support certain puppet states like North Korea and North Vietnam
Russian idea was the world could be converted to communist with a slow socialism take over.. red china believed a war was necessary
so while Mao was no Russian puppet ,,, the idea Chiang Kai-shek was so in as much as any association with common tyrannical government can,,,,
eventually when only communist exist they will find fault and war between each others
Chiang Kai-shek Was associated with the USA based in the old adage my enemies enemy is is my friend ---- with this is also true of Mao and Russia
the idea free people can make un-free people free by this kind of association is both fact and folly all at the same time
But SADLY often the best hope is stability not unrest and constant violence

There is some merit in that idea.

Not entirely, Mao pretty soon demonstrated he was no pawn.
