Which is the safest way to set my bicycle saddle height?
Should the balls of my feet be able to touch the ground when stopped and I'm sitting in the saddle or should I set it with the Heel Method?

What do you mean by ”safest”?
Safest for your knees - if you intend to ride your bike with any regularity or mileage worth mentioning - is the heel-on-pedal method.
Safest for your elbows and dignity - if you’re concerned about your balance - is to be able to reach the ground flat-footed.
Personally, if I had such doubts about my ability to balance, I’d ride a trike.
Unless you have a known reduced sense of balance, set your bike up to be comfortable and efficient when ridden, and don’t worry about your stops.

Imagine you pull up to a red light. Now imagine waiting for the light to turn green. Which way is more comfortable - straddling the bike flat-footed or sitting on the saddle with only your tiptoes reaching the ground? 🤔 Now imagine a HUGE gust of wind hits you crossways. Which way are you more likely to fall?
Yeah...if I wanted, I guess I could reach the ground by my tiptoes IF (BIG IF) I wanted. But why? Isn't it safer & more secure to have BOTH FEET firmly planted on the ground?
