The DVLA do not ban people only the court does that....... so it seems you are being scammed and should report this scam to the local police

SCAM   As others have said they cannot ban anyone, only a U.K. Court can do that after you have appeared in Court

Ignore it and keep driving. Don't pay the money.

Start calling the numbers they gave you to contact and get it figured out.

The DVLA does not ban you for motoring crimes.  It is notified by the COURT system that you have been found guilty of a motoring crime and have been banned by the court. You would have received a summons at attend court if you had committed the alleged crime and would have had a chance to defend yourself. The DVLA does NOT collect court fees or fines. This suggests the letter you received is a scam. Do not believe ANY of the information in the letter but look up the DVLA independently and contact them if you are in any doubt.

EDIT:  I just checked and the DVLA is aware of this and other scams. The UK government web site has information about it:

First, is it a scam?  If there was a High Court hearing, you should have received a summons.  I suggest you consult a solicitor.  Take all the paperwork with you.  If DVLA have acted incorrectly, you can claim costs against them.
