Would we live in a better society if we gave everyone a three strike felony rule which means once you commit 3 felonies you get banished?

And or executed?

No.  Felonies can include anything from murder to possession of illegal drugs.  Do we really want to live in a society where addicts who relapse more than twice are banished or killed because they couldn't stop feeding their addiction to illegal substances?  I don't believe so.

Also, banishment is an archaic concept more suitable to primitive and Medieval societies than our own.  I don't think any other country would be willing to accept America's banished criminals, and sending them to an unclaimed part of Antarctica to freeze to death would be unconstitutionally cruel and unusual punishment.
