Are education boards confined to the standards of international education committees?

Everywhere has the same thing going on all with the same complaints about how useless k-12 education is so it makes sense for me to assume that they all have to follow the standards of an internationally governing body.

Do individual boards or states have the power to drastically change the system to the demands of the public or does this all go through a power chain that reaches a UN-like authority?

    None whatsoever. All are constricted by the textbook publishers, who are bound by the dictates of the State of Texas, the largest purchaser of textbooks in the U.S.
