When to turn on both wifi and mobile internet?

I have noticed that one can turn both wifi and mobile internet on at the same time. When is this beneficial? If I use the internet with both on, will the phone use only the wifi or the mobil data too?

    A phone will generally use WiFi first to avoid data charges. If it loses the WiFi signal it might try to switch over to data, but it will only use one connection at a time. The lag from switching might actually cause longer interruption than waiting for the WiFi to restore.

    Personal, if I have access to Wi-Fi, even with having an unlimited cellular internet plan, I opt for Wi-Fi access at home and work. Why? Because my home and work Wi-Fi access is faster, and is not subject to HEAVY local rush hour vehicle traffic on the cell towers near where I live, which can get glitchy some days, especially during streaming video or music. 

    As for when to leave them both on, only when one or the other connection is questionable and the handover is decent enough to prevent too much buffering.
