pressure washer is about 2000 psi

The usual working pressure of a fire hose can vary between 8 and 20 bar (800 and 2,000 kPa; 116 and 290 psi)

obviously pressure washer has a much higher pressure. does that mean "stronger" ? depends on your definition of the word. fire hose has much higher volume per unit time, which means much higher mass per unit time.  pressure washer will have higher velocity due to higher pressure.

Momentum or kinetic energy depends on both mass and velocity. Overall, because the mass is so much higher, I'd vote for the fire hose.
