Is it true that foreign prisons allow you to fight against another prisoner?

Prisons in some nations really only guard the perimeter and it's a free for all inside the walls, strongest survive. When guards do have to enter they don't mess around and will kill with little provocation. 

Technically, yes. They allow inmates to beat each other.
