to circular economy?

Does it make any sense in English to say "to circular economy"?

sorry i wrongly typed, I mean "to circulate economy"

Update 2:

In Japan we have this expression (in Japanese), and it means to circulate more money in the society.

    Neither way makes sense.  You don't circulate economy.

    You can't circulate an economy. Do you mean "stimulate the economy"? Or circulate the wealth among all people? Or create an economy that benefits everyone? You need to explain to us what you are trying to say.

    No, it doesn't. It makes so little sense that I can't suggest the correct way of saying what you want to say. It might be easier to know if you gave us the whole sentence or explained what you are trying to say.
