    The rules vary by state (and sometimes counties or towns) because Trump didn't want to get involved in the COVID program.  I live in Illinois, and indoor dining was stopped in October - but the governor said that in some areas with low incidence levels, they will be reopened.

    My favorite chicken place is still open in my state for fine dining. A casino also.

    It depends where you are. As of September 30th, NYC restaurants are allowed to open up indoors at 25% capacity.

    Last I saw, 40% of the new Covid patients had eaten in a restaurant in the past 2 weeks, so even if they do, I'm not ready to risk it again. Take it to home or to the park.

    I cook better than  bad attitude employees refusing to wear a mask properly.

    At this moment, it's really difficult to tell due to the current pandemic raging. At the same time, it also depends on which area you are currently living in. At this moment, it is best recommended to stay home and try to have fun while cooking. I understand that dining at a restaurant can be fun, but just try cooking for a while, you might just enjoy it!
