Someone installed a pipeline on my property without my consent and i want to know if there is anything that can be done?
i called the guy and he acted standoffish and suspicious

Homework: get a copy of the building permit. Look for any misrepresentations. Second, have your own lawyer commission a survey of your lot lines, if you don't already have a recent one. Finally, take legal action against the trespassers, perhaps offering them an easement for about triple the cost of them taking it out and moving it to be legal.
There is no universal rule requiring building plats to have any sort of utility easements. My town doesn't have any public utilities other than electricity and those are not shown outside of the original roadway easements, meaning they would rarely cross anyone's individually owned lots.

Maybe call your local Building & Safety Dept. next. He likely couldn't have gotten a permit to do this work and if it's not permitted in most parts they can make him dismantle it.

Unless the installation was done in an easement area, no one, not even the town, has the right to use your property.
I am guessing this work was done by a neighbors or an unauthorized person. If that is true, do not depend on support from your town because this is a civil matter...which means the court system may need to get involved. But ... with this type of work, it should have needed a permit from the town . So, do check to see if he filed for and received a permit from your municipality. Also, is it a water or propane pipeline?
Howsoever , there are other ways to handle this matter, without Lawyers. First, BE CERTAIN that the pipeline IS ON YOUR PROPERTY. Then, send "the guy" a certified letter which documents the details of the pipeline installation ( date and location) and that it is not welcomed your property and therefore, you are giving him two weeks to remove it, before you do and bill him for the work. Again- propane ? If so, you will need a pro to do that removal.
So. do your homework to find out what you are dealing with as to what is running through that pipeline.

If this is in the USA, you need to check your property deed and consult with a lawyer.
You may be able to sue the owner of the pipeline.
Many deeds do not include mineral rights or have right-of-way clauses. The permission may have only to be nice.
No way to know without location and documents.
