Why can't you purchase a gift card with a coupon?

Why can't I use like $50 in Kohl's Cash/Macy's Money to purchase the same amount in Kohl's Gift Cards/Macy's Gift Cards.

    Because they are not giving away money.

    The same reason as when you asked 2 months ago. Its not money, its promotional and they make the rules.

    I never set foot in either store.
