He isn't smart enough. But Putin is well aware that trump won't set the dogs on him, so perhaps by his inaction on anything Russian, he bears some responsibility.

I don't think Trump is a computer expert, so I don't see how he assisted a cyber attack. He also isn't a scientist so he also had no input in finding a covid vaccine.
