Can Miami Be Saved By Building A Wall?
I was wondering if you could take a boat 12 miles offshore of Miami and just build a wall that holds back rising seas and saves Miami?

Impossible. Rising ocean waters would just bypass Miami and overflow Boca Raton, Palm Beach, or other cities north of Miami. Then the excess water would just flow to the west and south, covering Miami. Water seeks its own level.

Not forever. It would be like New Orleans: One bad hurricane breaches the wall and the city fill up with water, killing thousands.

A wall built that far away from shore would have to be unworkably deep and long. It would cost far too much and take decades to build. It would also need constant maintenance, which would add enormously to the ongoing cost. Any such attempt would need to be much closer to shore and much smaller. Still, even that would be very difficult,
If anyone was to try that, they should go over to study the barriers that the Dutch have built to protect their low lying country.
So, in a word - No.
