What happens to the bootloader?
I have a dual boot of Win 10 & Win 7. If the PC is already on and I restart, the bootloader menu comes up. However, if I shut it down and turn it back on, it bypasses the bootloader, and immediately goes into Win 10. How can I get the bootloader to show up on both occasions?

The bootloader is probably set to automatically boot win10. Change that setting so there is no default choice upon boot time so that the bootloader will have to wait for a response from you before proceeding. If you are using the windows boot manager, see if this helps.
