Does Wacom Drawing Tablet comes with its own Drawing Program, or is it used instead of using Computer mouse?

Check the Wacom site. Some of their tablets will come with a copy of a basic drawing or image editing program. But the tablets themselves are intended to make drawing and image editing easier by letting you use a pen more like you would drawing on paper; this gives you more precise control than using a mouse does.
