The mailman has the right to report the dog, break in the skin or not.   I have been bitten by several dogs and other animals in my lifetime and not all of them tear through the clothing.

Imagine wearing gloves or mittens, I come up to you, pull out a large rubber mallet and smash your fingers.  Since you had gloves on there’s no damage right so you didn’t get hurt at all?   Not.

Dogs that threaten, charge at and nip the mailmen, the mailmen have the right to not deliver your mail to the home anymore and all they need to so is deem property the home of a dangerous dog and refuse to deliver the mail to you.  They will need to give you notice before doing anything that drastic.

Try and keep the dog leashed or if there’s a chance in the dog breaking free, take him inside so he won’t bite or nip. 

what is your dog doing running free. Take this as a warning to keep your dog under control. One more bite and your dog may be finished.

 Then your dog is in deep shite it seems   eh:::: Blame yourself  Dogs shouldnt be tied out.... They they should be TAKEN OUT  you see. So blame the geek that tied the dog out in the first place........ And not the Dog itself !

1 - You notify your Homeowners' Insurance Company of the alleged bite.  I'm an insurance adjuster.  This is an INSURANCE matter.

2 - You get proof that your dog has all the necessary vaccinations should this become an issue.

3 - I don't know what "neighborhoods" driveway is.  Neighbors' driveway?  If so, the dog was loose and out of your control and you COULD be cited.

4 - Jeans don't have to be ripped if the dog bites or nips.  He also has no obligation to show you the bite or nip.

5 - I'd ask for WITNESSES.  Talk to your neighbors.

6 - Expect the Post Office to refuse to deliver your mail in the future.

7 - If the Police get involved, expect a visit from Animal Control.

8 - This sounds like it was minor.  It could, of course, have been serious.  You need to supervise your dog.  It had time to get off the tie out AND wander around?

You can wait and see what the consequences are, and have your dog's vaccine records handy if animal control stops by to verify them. On the animal control side of things, it's possible you will be fined due to your dog being loose. If there was no significant injury, there's unlikely to be any other animal control-related consequences. 

It's the postal service part of things that is likely to be more concerning. Your dog bit pretty much the absolute worst possible person he could have bitten. The post office can decide to suspend delivery; not only to you, but sometimes also your neighbors, or even the whole street, until the dog is restrained to the satisfaction of the carrier, or removed altogether. A tether will not cut it. They'll be looking for tall, sturdy fencing, or a chain-link kennel with a top set on concrete, or a similar degree of confinement, so they can be confident they won't be accosted again. 

Regardless, the dog got loose and IF he did bite - you are 100% LIABLE for any injuries or clothing damage.  If the bite is reported to animal control, you can be fined and it will be one of the 2 or 3 total bites allowed (by law) before they will euthanize your dog.  From THIS 1 BITE - he may get deemed a "dangerous dog" by your city or town depending on your dog bite laws.  

They may REQUIRE he wear a muzzle anytime he is outside your home - which means it will not be safe for him to be on a "tie-out" if panting is prevented or discouraged by the required equipment demanded for dangerous dogs.  YOUR FAULT.... for not using a solid fence/kennel and/or keeping the dog outside (supposedly "tied") - instead of WITH you.Tie-outs are not a safe option for dogs. (Dogs can be stolen from them, bullied/kicked/poisoned or shot and they do not prevent the dog from biting somebody - who gets too close.)   In many cities, tie-outs are considered dangerous to the dog (potential HANGING is possible) and are now - considered ILLEGAL in most cities.

You mailman is a crybaby. Your dog just warned him off. A full bite would easily draw blood. But you do need to keep your dog under control as he could be getting his eye in!  A comfortable muzzle may be worth considering. One that allows him to pant like greyhounds use.

A LOOSE DOG MEANS YOU ARE LIABLE FOR ANY INJURY SUSTAINED. Epic fail
