How do I fix having to hold the handle for the entire flush?

When I tried shortening the chain and it came up short from Flapper's point of view. One link longer I'm back to holding the hand for the entire flush.

    it's the flapper.  cheap flappers get waterlogged and cease to float.  when the water level gets to near zero, the flapper falls back [because it then is in air, not water], thus closing the egress.  you need either a new flapper or to hold the handle down.  Hint:  holding the handle down is cheaper.

    Adjust the length so the flapper valve does not close until the water level is low when flushing.  Chain should have some slack when flapper valve is closed.  Good luck.

    STOP messing with the length of the chain.

    If the flapper isn't floating until the tank is nearly empty, you need to replace the flapper.
