If you created optimal conditions for steel weapon 1 over steel weapon 2 (like it’s held still in a vice) then weapon 1 will likely cut weapon 2 of the same material. No. Yes, an Iron sword is more brittle than than an bronze or steel but it's not glass.  In the end of a chunk of iron is still a chunk of iron. You're not slicing through a bar of iron that with a steel sword. It's iron. Hammer long enough at an iron sword with a steel one and it will blend before it breaks.

You can use water to cut through steel and iron.

That would depend on the iron and the steel used and how well each sword was made. Iron swords tend to be more brittle and have a better chance of breaking than a well made steel sword. But steel sword break too. The odds of a steel sword cutting an iron sword in half are very small. If you had a thin iron sword and something like a steel zweihänder then maybe but most likely they would bend instead of break.
